    The Spanish government has spent 770 million euros on buying CO2 allowances during the last legislature. With this amount they became the second largest purchaser of CO2 allowances (after Japan). The cause of the increase in the amount of allowances purchased, is due to a higher energy consumption for transport, in the cities and by households.
